In most of the world's busiest places, the security threat is serious and diverse. Crowded urban places offer iconic high-impact targets for terrorist attack. Effective management of a security incident requires accurate, real-time, awareness of the situation on the ground. This means knowing where citizens are, how many are there, and how they are moving.

The counter terrorism and wider security community is familiar with increasingly advanced and intelligent surveillance and situational awareness systems. But most of these systems – looking for dropped bags or tracking suspect faces – cannot perform in dense crowd settings. And in any case too much intrusive surveillance can be counter-productive, provoking claims of a surveillance state.
